In most cases, you have three years, running from the operation or from when you first realised the harm was linked to it. There are exceptions: for children the three years usually run from their 18th birthday, and for someone who lacks the mental capacity to bring a claim, the time limit may not apply while that is the case. It is best to check rather than assume you are out of time.
